The Massachusetts Office of Coastal Zone Management (CZM) administers two municipal grant programs for coastal communities and communities in coastal watersheds to advance coastal resilience and water quality goals.
Coastal Resilience Grant Program
These CZM-administered grants to municipalities, nonprofit organizations, and federally recognized and state acknowledged Massachusetts Tribes advance innovative local efforts to address coastal flooding, erosion, and sea level rise impacts through communication and public outreach initiatives, vulnerability assessments, planning activities, engineering projects, and natural storm damage protection. The Coastal Resilience Grant Program is open to the 78 municipalities located within the Massachusetts coastal zone. Certified 501(c)(3) nonprofit organizations that own vulnerable coastal property that is open and accessible to the public are also eligible for funding for shoreline restoration projects as well as public education and communication efforts and proactive planning.

Coastal Pollutant Remediation Grant Program
These grants, administered by CZM since 1996, provide funding to municipalities in the Massachusetts Coastal Watersheds to address nonpoint source pollution impacting coastal habitats and water quality. Projects include assessment of nonpoint source pollutant sources, prioritization of sites for remediation, and the design, permitting, and construction of appropriate stormwater Best Management Practices and commercial boat-waste pump-out facilities. As of 2023, the Coastal Pollutant Remediation Grant Program has been merged into the Coastal Habitat and Water Quality Grants.

Coastal Habitat and Water Quality Grant Program
Starting with an FY 2023 cycle, Coastal Habitat and Water Quality (CHWQ) Grants provide financial resources for projects that assess and treat stormwater impacts and support comprehensive habitat restoration planning. Municipalities within the Massachusetts Coastal Watersheds are eligible to apply. Federally recognized Tribes, certified 501(c)(3) nonprofit organizations (including qualifying Tribal entities), regional planning agencies, and stormwater collaboratives are eligible to apply in partnership with eligible municipalities.
