PROGRESS REPORT: PLAN Charlestown

This website provides the residents of Charlestown with a “progress report” on major public investments the City of Boston is making in their neighborhood. It’s organized around eight major categories of investment, including Mobility, Parks, Green Space and Resilience, Housing, Historic Preservation, Education, Public Facilities, Arts and Culture, and Jobs and Businesses.

The City is guided in its work by the priorities articulated by Charlestown residents in  PLAN: Charlestown , a comprehensive neighborhood plan initiated in 2019 and completed in September 2023. PLAN: Charlestown articulates the following vision:

“In 2050, Charlestown is a thriving, diverse, accessible, and resilient neighborhood where residents can safely and more easily walk, bike, or bus to new parks, plazas, neighborhood amenities, and active waterfront areas. These improvements unite an enhanced historic residential fabric with new homes and jobs which support small businesses, as well as families of all types, sizes, and income levels.”

The plan provides recommendations to realize this vision. Specifically, PLAN: Charlestown: 

• Offers a comprehensive framework for how development can help provide more affordable housing, open space, resilience, economic opportunity, and access to essential retail and services.
• Proposes recommendations to increase connectivity both within the neighborhood, and to surrounding cities, encouraging safer, more pedestrian and cyclist friendly environments.
• Includes preservation recommendations, in coordination with the Boston Landmarks Commission, as well as urban design guidelines to influence the future of Charlestown’s public realm.
• Boasts a first-of-its-kind, neighborhood-wide needs analysis, which addresses needs and service recommendations ranging from housing to retail access, as well as city services such as schools and libraries.
