For over 2 decades now, neighborhood groups and individuals in the Charlestown Navy Yard  have worked to protect our waterfront from the walling off and lack of access that comes from the over-developing of massive condominium projects being proposed.  This was the case even for piers and sites clearly protected by Chapter 91— even piers over tidal waters.  

We commend the Barr Foundations commitment to the regulations of Chapter 91, as the proposed abuses of Chapter 91 were staggering in the 1990’s ––and continue to threaten our waterfront today.
