2025 Climate Action Plan

The City of Boston is issuing a Request for Proposals (RFP) to develop a roadmap for climate mitigation and resilience efforts from 2026 to 2030, aiming for carbon neutrality by 2050, closing near-term flood pathways, and equitably addressing extreme heat.

Using Mayor Michelle Wu’s Green New Deal as a framework towards building a green, just city, the updated Climate Action Plan (CAP) will align departmental goals, identify partners and stakeholders, assess funding needs, and establish metrics for tracking progress.

This plan emphasizes actionable measures, community engagement, and the importance of climate justice, ultimately positioning Boston as a leader in climate action.

The City of Boston, acting by the Environment Department, 1 City Hall Square, Boston, MA 02210, hereinafter referred to as the Awarding Authority, hereby invites written proposals for the project listed above.
