READ THE DRAFT

The City of Boston’s 2030 Climate Action Plan (CAP) draft is now live! This is an early draft, and your feedback is essential to shaping what comes next.

This version includes a preliminary list of high-impact climate action strategies and the draft Climate Justice Framework. Based on public input, a more detailed full draft – including metrics, partnerships, and implementation pathways – will be released in Fall 2025 for public comment, with the final plan to be published in early 2026.

What is a climate action plan?

The Climate Action Plan is Boston’s roadmap for how we will reach our carbon emissions reduction and climate resilience goals.

With the plan, Boston will continue to develop as a vibrant and sustainable city for current and future generations. We plan to champion the actions needed to meet the global challenges of climate change.

Meeting Boston’s climate goals requires a plan that reduces carbon emissions in our built environment, helps our communities adapt to climate changes, and makes Boston a place for everyone to thrive. The Boston Climate Action Plan will focus on:

  1. Making our buildings healthier, more resilient, and fully decarbonized
  2. Making transportation more sustainable, accessible and equitable
  3. Powering Boston with clean, renewable energy
  4. Combatting the risks posed by extreme weather events
  5. Reducing waste and promoting sustainable consumption
  6. Protecting and expanding our green space
  7. Building a green workforce
  8. Prioritizing public health for a healthier, stronger city

Climate Council

In October 2024, Mayor Wu signed an Executive Order formally creating Boston’s Climate Council. 

The Climate Council, composed of City leadership, will oversee the development of the 2030 Climate Action Plan, ensuring accountability across all departments. Over the coming months, we will engage communities, stakeholders, and experts to shape a plan that reflects Boston’s needs and priorities.

2019 Climate Action Plan

The 2019 Climate Action Plan set the course for the city’s climate efforts through 2024, establishing key goals and strategies to reduce emissions and enhance resilience. As we move forward, we are building on the progress made so far to shape the next phase of our climate action.
